Can any one ID this out side perennial. I am in zone 5A.?

It is the fern looking plant under the puppy photo. The leaves have a slight herb smell when you rub them. Many people thought it was a fern. Now some begin to think it may be some herb. I have had it for at least three years and have never seen a flower on it. It dies down in winter and returns again in spring.
